I don't get it. Shaved heads, also known as buzz cuts, are completely normal haircuts. I'm sure OP is being a little overdramatic with calling the child bald.
Op and her ex talked of styling the hair. Op didn't give consent for it to be cut off and obviously wouldn't have if asked. And given op's name it seems ex did it on purpose because of the knowledge op didn't want it cut off.
Kids aren't pawns but they aren't pets either, you shouldn't be stylizing your kid before he knows what he wants, young kids should have natural messy hair, they can worry about what look they want when they become self aware and decide whether they want to look cool or classy or pretty or stylish or stay messy or go bald
