There's nothing wrong with casually dating several people at the same time as long as you're up front and honest with everyone about it. In fact, everyone should do it once they hit a college-level age (get your heart broken in high-school so you know what it's like, then date everyone you possibly can until you're ready to settle down, that way you'll know exactly what you're looking for.) But I digress. He could have been a little more tactful in the way he let you know he just wanted to casually date.
By the way, if you want him to see you more often, go out and find some guys to date as well and don't think about him. If you guys happen to meet up, great, if not, no big deal. Always seem slightly out of reach to him, yet still attainable.
