I actually wish more enforcement of "no bikes on sidewalks" took place. As a biker, I NEVER use the sidewalk. Someone can get hurt if a biker, who basically is a vehicle, is riding at 10-15 mph on the sidewalk and hits a pedestrian or animal. To boot, in my town apparently no one told bikers they have to ride with the traffic, not against. So we have too many bicyclists riding on the lefthand side of the road, on the sidewalk. It's a mess waiting to happen. (Thanks for letting me rant.)
Call up his mom, apologize, and offer your boss' direct phone line for complaints. ...Probably you should do that anonymously.

wow, that really sucks. its not your fault at all, how were you to know that the kid had down syndrome? You were just doing your job. Don't worry about it man
You shouldn't feel bad about enforcing the law, and you should definitely tell your boss what happened.
