I know how crappy this feels OP. I don't know how long you have until you can move out and get away from them but my suggestion is that you focus on that. People who steal your things and the parents that enable them are toxic, and you deserve better than that
Wait until a new tire gets put on it and then steal it back. Both problems solved.
Bruh it's like 20 bucks for a new tire and probably 50 in total to exchange the rim as well.
Does the bf know it was stolen? Also, does he know his gf gave him a bike with only one working tire? If not, both seem like they might put a damper on their relationship.
Report it as theft and in the future, refuse to do things for your sister and your parents
See that's when you teach them a lesson file a police report and name your parents as accomplices. I used to have pet rats. My sister decided she wanted them to be her pet rats so my mom gave my pets to my sister. I wasn't allowed in my sister's room. My rats were dead within a week of neglect.

Steal it back Then steal her stuff and sell it Then burn her clothes and her shoes After that tell her friends a bunch of lies Then when she is crushed and asks you why tell her that you was tire-d of her actions Or not
You expect this type of thing on the streets, but in your own home? Where does one hide their kids and hide their wife now?
