OP could sue the kid for ruining hair and causing traumatic mental stress, and then charge the kid with assault. The problem is then solved and no one will mess with you again because they'll be scared you'll sue them.

Oh man that sucks..that's definitely assault........Every grade seems to have that 'one kid' or a few odd ducks..I remember one in a class that was scratching his dandruff onto his desk and eating it....

You guys should try being nice to him maybe his life is hard enough and this Is the only way he is heard by acting up
I'm really sick of people always trying to excuse the bad behavior of others. He shouldn't get special treatment, and if he actually is mentally disabled or something, he shouldn't be in a class with normal kids if he is disruptive or violent. If I'd been the OP, I'd have punched him in self-defense.
Yeah no one should feel obligated to put themselves at risk by being around someone as crazy as that kid

That goes beyond social awkwardness or a kid with a rough life. When people engage in bizarre aggression that is beyond social norms and don't display any recognition of that fact, it is usually indicative of substantial psychological problems. I would talk with your principal or school counselor.
We had a kid in my high school that used to write some weird violent poetry about how he'd kill be people that abuse animals, asked teacher to strip and for some reason cut a lock of my hair( my bangs). I was too schooled and weirded out he still had the scissors in his hand. The kid wasn't around long word was he went to a local psych hospital. Don't know what happened to him.
Should have punched him immediatly when he pulled your hair... instinctive reaction. Now I would sue him and charge him with assault and charge the school as they failed to protect you.
