Children that age often respond to abuse (usually sexual) by exhibiting... odd behaviours. Usually it's making comments or using words and phrases that a child that age shouldn't necessarily know or understand, often it's touching other children inappropriately, and sometimes it's (usually unintentional) sexualisation of themselves. Also, acting or dressing up 'like Mommy' in certain ways is sometimes a hallmark feature of father-on-daughter incest. Psychological abuse, whether or not it's accompanied by sexual abuse, can also cause behaviour like that, sort of like in the same way that certain psychological abuse can contribute to the development of an eating disorder. I'm not saying that's why your daughter dressed up, but that may be why the teacher called CPS before contacting you. I personally think it's probably just a case of kids being kids, as it usually is with behaviour like this, but it may be indicative of a deeper problem, like low self-esteem, poor or distorted body-image, and/or bullying.
More importantly how does a 9 year old fit into an adults bra?

How can you be reported to CPS for that? Like, I genuinely don't understand the problem? When I was 9 I wore bras to school and I wore a bit of light or bright pink lipstick (when I say bright, I mean, deep magenta)

This is a very sad commentary on the ways little girls feel pressured to grow up too fast. OP, this isn't a matter for Social Services, I'm sorry you went through that- but you need to help her understand she'll be a grown up for a long time and only a kid once....Good Luck!!
