Here's my advice: Buy yourself a mini-fridge. They've got one at Target. It's almost $200 but it has a freezer too, and if your room mate is that dumb, I think it's a good investment.

Dude, my roommate is the exact same way, don't feel bad. He's the kind of guy that will leave a leftover unwrapped package of meat in the freezer/fridge. And don't put that shit back, that moldy dairy will stink up the whole fridge and the food inside it, not to mention potentially taint everything, it's just basic food health safety!
