4 months of jackhammering sounds excessive for housework. Perhaps they jackhammered for a day or two to remove their driveway and the remaining time was likely regular carpentry hammers.
Not to be a hard ass. But if your at your office during the day wouldn't the construction noise that you hear be very minimal unless they start at 6am and go really late in the day.
Maybe they don't work, or work from home, or work part time, or work night shifts, or it all depends on the hours that they work. They never stated anything about working day time in an office.

It sucks but it means you're in a good place - the area you live in has enough wealth for people to afford big renovations. Hope you own the house you live in.
Could be worse. My freshman year in college they started construction on a new library. 8 solid months of pile drivers starting at 7 am right outside my window. I didn't sign up for morning classes because I was a night owl at the time.
I'm the OP! Cheers. I live in Puerto Rico, and typically, houses are made of cinderblocks; wooden houses are very rare in a country with a historical fear of hurricanes... despite what you might expect. So, yeah, the area I'm in is almost entirely cinderblocks. I'm unemployed, and have been for several years for personal reasons. I'm also a night owl, and construction always started early. Not a great combination. Fortunately for my sensitive ears, construction stopped a while after I posted this. They seem to have some things missing, but the contractors haven't come back to finish it.
