But maybe there is something going on between them outside work, if that so you should make it clear that this things are not acceptable at work
I'm sure this wouldn't be an FML if they had an outside of work relationship. And if they did have an outside relationship, OP probably would have mentioned it.
I suggest you sue.
You can't just outright sue. You have to show that corrective actions were not taken by the employer (such as if you report it to HR and they fail to stop the issue or make it worse).

Report them for inappropriate behavior, at the very least. There's a time, a place, and way to propose a sexual encounter. And none of them are that.
