This does make a lot of sense as you may not be familiar with the local laws, rules and regulations. Soldiers that have to go to Korea go through the same thing even if it's their 2nd, 3rd or 100th time being stationed there. They have to know what bars are "black" listed due to the local prostitution that goes on in some bars. I'm not quite sure China may have the same issues but it is better to know now, than getting into trouble your first few nights and not knowing!
