OP here. Last night's 10 year old gossip included who's farts smell the best and what night the "neighborhood meeting" should take place in the treehouse. It isn't the visual privacy that's the issue, it's the sound. I can hear them whispering, but so far it's been pretty entertaining and they're called inside by 9pm. But they're guaranteed to get a soundbite when my boyfriend visits this weekend.... ;) Wish I could share a photo.

How does a person build something and not realize its 3 feet from his neighbor's house? Its more a case of inconsiderate person than a "he didn't realize"

Find out zoning codes! They may not be allowed to build a structure that tall, that close to your property! :)
My town is three inches. You can build whatever you want within three inches of your property line. Fences can be on the line. The eave of my house actually hangs over my neighbor's fence, they put it up so close to my house. (They didn't like the previous owners, they're moving it back when they replace it. They don't mind us.) There is also only a noise ordinance if the noise can be heard farther than 20 feet away at night and 100 feet during the day. There is a chance there is nothing OP can do but insulate their window to block noise and hope the kids loose interest quickly.
you should find out your towns codes on a building like that if its that much of a problem.
Easy solution: hang sheers. They let in plenty of light but block all sight. You'll just have to put up something like blinds for at night since the light from inside will make the sheer see-through.
I'm not sure about the law in your state but assuming it's similar, (just googled it and didn't say it was state specific) the maximum height for a temporary structure such as this is 4m or 16ft. It must also be around 3m or 12ft away from the property line. Whether or not you want to do anything about it is up to you :D
It's not state law but city code. My city is three inches from the property line. You can build whatever you want on your property as long as it's three inches off the property line. We have a fence six inches away from our house because of the code. I can't even get in between to weed. (Neighbors hated the precious owners, they plan on moving the fence back when they replace soon, so I have room to move there, if need be, thankfully.)

You should look into if they can do that or not. Some places say you can't build or add onto a structure if it comes within a certain distance of someone else's house. Like with my house, if we wanted to expand our living room, we'd have to expand out towards the street instead of expanding from the side wall because we would then be to close to the neighbors.
