it is not illegal. because the girls consented to having the picture taken and gave possession of the picture to the boyfriend the boyfriend is able to distribute it as he pleases. it is only illegal if another crime is committed; such as the girl being a minor or if the pictures were taken without consent. the second one would be difficult to prove as the girls are probably posing for the pictures
