Psh, Kulahan is a little naive. Teenagers have hormones whether you like it or not. Hormones make people horny as hell. Teenagers are horny. Her having an outlet through **** is better than sex. What ever you do, don't confront her or she'll panic and feel very self conscious about her sexuality, which she can't control.
