Put alcohol on ALL his clothes the night before a school day, and light them on fire, while stacking his other things except for a few valuables on top, watching it burn, and selling the valuables for your money back.

He has shown he isnt responsible enough to have privacy, and he clearly doesnt respect material items in the home. Remove all things important to him; donate it all to a shelter or hospital. Burn, or dispose of his bed. He can have his pillow and/or blanket on the floor. Also remove the door from his bedroom.
