This is a serious matter. I work at a daycare and see things like this all the time and the worst part about it, the parents thinks its so cute and laugh it off when it's a serious issue that needs to be dealt with and not applauded. FYL OP for having to go through that.

It is normal for young children to touch themselves. They don't understand it in a sexual way. You should not have put him in time out, that is terrible child care practices and shows the child that by touching themselves it is wrong which it isn't. A simple chatting to quietly about what we should and shouldn't do around others would have been more appropriate

Would've much better off explaining it wasn't an appropriate time or place for such activities, rather than punishing and possibly scarring the kid for later in life.
