Masturbation is not a crime! You shouldn't have put them in timeout, just taken them aside and explained that the bathroom is a more appropriate place for such activities.

I find it difficult to believe that puberty age has gotten that low. I wasn't even capable of masturbating in preschool and I hit puberty early. Even girls hitting puberty early don't hit it THAT early.

You should not have put them in time out. Of course doing that in school is wrong but by placing them in timeout they will start to form the idea of the whole thing being bad and it can possibly create a sexual complex. You should have just explained that we don't do that in school and them informed their parents and have them also go over that. Touching yourself is natural and children as young as babies in the womb touch themselves
