Ummm, I don't get why people are saying he's gay, the style for girls right now is wearing guy's button downs, chinos, and baggy jeans. Does this mean every girl who dresses like that is lesbian. No. Some people just like the way it looks, the same goes for this. Does this mean the OP's husband is gay. No. He was either curious or has a fetish for it.

Why does everyone think this is so terrible? How many wives/girlfriends have worn their man's shirt/jeans? No one thinks that is weird, everyone thinks it's sweet. True, underwear is a little personal, but as long as he didn't stretch it out, and no one (including your children ) saw him, I don't see what the big deal is.
