Fence in you're yard, laying in the road or even near it is dangerous not counting bugging your neighbors. There is to many people who will run a dog over on purpose or shoot then.
Ydi. Keep your dog in a fenced in area. I know dogs are able to get out because i own a dog myself but at least I keep one eye and one ear on her to make sure she's in the back yard when she's outside. If you let your dog outside pay attention. Dogs don't know right off the bat that they're supposed to stay in your yard and not go anywhere else. You have to keep them in a fenced area or get an electric fence. (Contrary to popular belief it's not abusive. It teaches the animal it's not ok to go to a certain area it give off a small zap)
I had to run hot wire over the top of the fence so my dog would stop climbing out. It only take getting zapped twice to teach him not to, it's not even plugged in now but it's a reminder.
Seriously? You just let your dog run around the neighborhood? That is very unsafe for your dog and you obviously have to consideration for your neighbors/community.

From the way this is phrased, it sounds like you just let the dog out by himself to roam around the neighborhood. If that's the case, you definitely deserve it. Your dog should either be within a fenced-in yard or on a leash if you're not there to supervise him. You're lucky your dog wasn't hit by a car.

I find that the monthly payments on leasing a dog are quite reasonable, but the interest is just ridiculous.
