It's a sign. Instead of getting her a ring, you should pay for some therapy for her.
I feel like she's crying because she really wanted that ring so, most likely she's saying yes but doesn't know how to say it because of how frustrating the situation is.

3 hours? Really? I understand being frustrated, I guess, but to cry for an extended period of time is a bit much. In the grand scheme of life, this is not something for her to cry over. Laugh it off and help you look. If anything you should be the one crying! 2 grand is a lot of money to 'throw' away. Also if she's getting this upset about a missing ring, what will she do when life throws real obstacles? p.s. all these people that say a girl dreams of her proposal and wants it perfect blah blah blah, come on. Life is hardly perfect and I think that you need some goals and dreams if you're that fixated on a proposal. :/

My best guess is she's crying because the proposal went wrong--hopefully, this means her answer would be yes. Once she's calmed and you've gone back to the jeweler's for a lost/stolen ring, go back and try again!
I'm so sorry that happened. In the future, you can insure jewelry against loss, damage, or theft. I had to learn about that the hard way too after losing a $1500 necklace.
