Gosh I thought asking once was OK, but if they say no and you keep asking, THEN it's harassment. Perhaps you've been flirting and he's been hinting for you to back off but you missed (or chose not to see) his signals, so he felt he had to ask for help to get you to leave him be. Assuming he called HR. If they just saw it lying there, hmm, maybe it's just that fraternizing is not allowed, period. Strange you would not have been aware of a rule like that. I guess some people don't pay much attention to rules.

I’m not sure if going to HR was needed, but it depends how many times you ask him. Honestly I don’t exactly blame your company for being so strict. Romance in a work environment can cause a lot of tension for others or unnecessary drama, or be awkward if there is cheating or a break-up. I know it seems cliche or like a sitcom, but these things happen often in real life. If you want to find a boyfriend, I’d start with blind dates or dating sites. Those are purposefully made to hook you up. The work place is for collecting your income.
I wonder who reported you. If he was out then it is unlikely to be the person you wanted a date with. It might have been a jealous coworker who wanted to date you or him or just a busybody. If you find out who please let us know!

If you insist on making the work place uncomfortable don't make it double uncomfortable and leave notes and origami. That's weird. Just wait till they're around, make sure you've already built a comfortable rapport, and ask him verbally if he'd like to grab a drink. Better yet - don't. You don't have the right go round creating awkward work environments because you want some dick. Get it elsewhere.

It has been for a while It is illegal to do such a thing to a woman so of course it is illegal to do such things to men. Why do it during work time anyway? You are there to work, not pick up dates. Do that outside of work like a mature adult. You deserve it.
I'm pretty sure most jobs DON'T allow coworkers to date.
