You can get pregnant at any time of your cycle technically. Don't not use condoms just because it's that time of the month.

I would recommend softcups when your on. You put it inside you (kinda like a tampon) but you can still have sex with them in. It also gives more friction against your partner. I love softcups, you can get them in boots in the uk. Easy to insert and easy to remove :) Also there is no mess unless your very heavy then you just change it more often :)

If there is an open pack at home why would he need to buy any? He could just take one out.

It kinda depends on if he was just buying a pack of condoms or buying condoms along w other things. And if the brand/type he was buying is the same as you normally use. Good luck I hope he's not cheating.
