Yeah, cops definitely can't radar you when they're driving the other direction unless there are two cops in the car. So if you'd just slowed down before he got behind you you'd be home free. They'll just tail you and hope you slip up again. Unless they had helicopters doing radar. Then you're screwed no matter where you go.
Actually, we can radar you when we're driving the opposite direction. Our radar equipment has the setting to clock a car coming towards us or going away from us, and there's a setting for whether or not we're stationary or moving. Now, we can't use the laser or hand-held radar on you while driving, but there are mounted radars that we can and do operate while driving. Not to mention, we are trained to visually estimate speed, and we can pull you over for that as well. If you see an officer "tailing" someone they're likely, among other things, in the process of: radioing it in, running the plates, studying the car and its occupants, checking for warrants, waiting for backup or a good place to light them up, or getting a good pace-clock so that if you decide to fight the ticket, they can say they followed you for x amount of miles while you were speeding.

They most definitely can. Both of my parents are in law enforcement and they informed me of this fact. People are stupid for slowing down when they see a cop. By the time you see them, they already know how fast you were going.
