Today, I was having breakfast when my mom's boyfriend came and sat right across from me. He didn't try and hide the fact that he was staring at my chest and told me, "Wow, you're getting bigger." I glared at him. He winked at me. FML

Chances are, if he did it then, he will do it again. You must tell someone before things get worse, and before he tries raping you. Don't be like the past victims of rape who thought it was only playful at first.

I work with a rape crisis center, and I'm trained about sexual assault and similar issues. No matter what anyone says, nobody deserves to be harassed, assaulted, or raped for how (s)he looks or dresses or anything else... further, depending on your age and the laws in your area, you may be automatically too young to consent even if you wanted to. What your mom's boyfriend said was disgusting and inappropriate. It's not your fault and I'm sorry he made you feel uncomfortable. You really should tell your mom. Unfortunately, some parents don't believe their kids about things like this, usually because of their own insecurities and wrong beliefs. Other parents are wonderfully supportive. Most abuse escalates gradually and the abuser is someone the victim knows and what he said is a major warning sign. Please remove yourself from this situation before it gets any further, by telling another trusted adult if necessary. I don't think you meant it that way, but she couldn't help being raped (if it were to ever get that far). A victim does what (s)he has to do to survive, and it's not like victims just "let" themselves be raped.
