I think we've found a bonafide idiot. If it works your telling the kid it's ok to play with fire, if it doesn't work someone gets hurt.
There's nothing like the smell of burnt hair in the morning.
How do you guys know that it isn't his profession? He might be a magician that deals with fire in his shows.
Profession or not, what he did is still dangerous and irresponsible. If it is his profession, then he should know all about the importance of safety while doing tricks that involve fire. His daughter shouldn't have been so close to a flame that it was able to burn her hair. He is lucky her hair is the only thing he burned. She could have sustained much more severe burns that could have lead to hospitalization, surgeries, potentially life-threatening complications, months of painful recovery, and serious scarring.
Even if he's a professional magician that uses fire in his shows, he should've been using the proper precautions that would've been used during his show (like someone standing nearby with a fire extinguisher, not being close to anyone or anything that could get burned, etc.) Plus, it's still a stupid thing to play with fire around kids, especially toddlers! He's basically teaching her it's ok to play with fire. A simple magic trick would've awed her enough. Heck, the simple pulling of the thumb, coin behind the ear, and sticking the tongue out and pulling the ears to make it move, all astonishes kids that age!
You seriously played with fire around your child? Shouldn't you be teaching them that fire is bad to mess with, not playing around with it and showing the possible disastrous affects of it? YDI. Your child is probably scarred for life now not because she was burnt, but the images of you burning yourself and her hair being burnt off. Poor child.
Isn't "don't play with fire" one of the first lessons people teach their kids? Well, I guess this was one way to teach her.

I really hope it stopped at the hair and she didn't get burnt as well. No offense towards you, but I'm more sympathetic towards the child.
