I know major companies that cycle through all of their employees every couple of years doing exactly this. And, even at the very senior manager level. It's their right. It's also my right to choose not to work there.
I've had to do that - although they usually give an "edge" to those that already had the job. Hope this is the case for you!

Same thing happened to me. I had to go through the whole process twice because HR screwed up. In the end it all turned out great. After all the crap I got a great raise. when you write your resume make sure you highlight every accomplishment and all the extras that you already do that are not included in the job description.
