Aside from the funny anecdote, I am quite surprised that at age 23, you never went to the public library before. Unless you had a pretty good one at school, you've been missing out.
I didn't have my first library card until I was 23. I usually went to Barnes and noble or borders. mainly bc I lived between towns and I didn't want to pay a yearly fee, plus I got to keep the books I really enjoyed. now I live in the city and it's library time every week.

81 yes. I lived between towns so there was a fee. if you live in town it's free. idk something about taxes or something.
Damn, their fees aren't very high if that's what they charge you for a book that's 19 years overdue.
When the cost of overdue fees reaches the cost of the book they will usually just charge for the book. It would be completely unethical to tack on a hundred dollars of late fees.

The maximum late fee per item at my local library is £3.50 or something. They charge 35p per day and will only charge for 10 late days.
I've worked at a public library and this usually happens because the parent checked out a bunch of stuff and never returned it. What's sad is usually the reason they use the child's card is because their account is already blocked from doing the same thing on theirs.
I work at a public library, too. I was thinking that it's either their parent or someone else with the same name. I believe most libraries require ID to open a library card which should help resolve things if it's someone with the same name. That being said, if it's a parent and you love at home, they may not let you open one because you love at the same address so it's thought of as one account with multiple cards. Each public library is different though so I could be totally off base regarding the rules and procedures at your public library. Hope everything worked out for you, OP.

Wow. I'm sorry that happened. I work in a public library myself and the only thing I can think of is that there's someone in their system with the same name as you (which could easily be resolved by showing your drivers license). Hopefully you got everything worked out.
OP is not a nerd for wanting a library card. You seem to have underestimated the resources that libraries usually have. Computers, internet, printing, scanning, faxing, private study rooms, exam practice and prep books, among many other things. Even if OP just wants some books, what's wrong with being a well read person?
