well that is a conflict of interest and no he can not write that citation! all you have to do is either goto the sheriff or police chief and advise him that the douchebag that keeps writing u tickets is an ex! if they don't do away with the tickets go on to court and inform the judge of this and I would also add that obviously this dude is a stalker driving by ur house u might need to get a restraining order!!!
