You are all ridiculous. The OP isn't complaining because he didn't get a car; he's upset because his mother told him she'd get him one and she didn't. He was, most likely, extremely excited; in fact, he probably told his friends and now has to explain to them that she was kidding. Yeah, it's not HUGE deal, but it definitely sucks to realize something you've been hoping for was never actually going to happen. If he expected that, just because he turned sixteen, he'd automatically get a car then yes, he is being a spoiled jerk. That is not, however, the impression I get when I read this. And to everybody telling him to "get a job and buy a car": shut up. I have three jobs, but that doesn't mean I'll earn enough to buy a car. Ever heard of college? Some kids don't have the luxury of both buying a car and paying for college by themselves. Unless you're advising him to drop out of school and get a full-time job, don't even bother with that argument. Except for the occasional lucky break, high-schoolers can only manage to find minimum-wage jobs.
