Today, my 4-year-old brother has a very strict 8:30 PM bedtime. Since I would have to walk past his door to get to the rest of the house, I'm not allowed to leave my room past that time, lest I tempt him to get up too. I can't even go to the bathroom. FML

If your parents won't let you even go to the bathroom after 8:30pm just piss the bed. They'll get tired of washing your sheets faster than putting your kid brother to bed if he wakes up. Or, option 2, close his door?

A four year old should be learning self control, so it is a good exercise for him. A family should not change their routine to such an extent. It is up to the child to adapt to the family and their habits. This rule might be due to the fact that the OP has habitually disturbed the child and now the parents are fed up.

Get one of those large construction buckets with the thick lids, use it for bathroom purposes throughout the night, and in the morning, remove the lid and leave it in your parents' room.
