That is absolutely sexual harassment, and to people who think it isn't: sexual harassment is not about flirting/hitting on people. Sexual harassment is about making people uncomfortable on the basis OF their sex, as in, them being male or female. Asking someone about their period schedule is making them uncomfortable on the basis of them being female, thus, sexual harassment.
