Maybe they have OCD and can't help it?
Was thinking that...don't have diagnosed OCD myself but I get really paranoid about my straighteners being off and my door being closed...I often turn them on and off and open and close the door multiple times, even when I can see they're off or sometimes not even plugged in....can't help it.

There's a difference between OCD and being a micro managing asshole. He actually admits to being the 2nd one. **** that. What a dick move regardless of having OCD or not.
He hasn't admitted to being anything? Op said they "confirmed" it, not admitted it. The "make sure you did it right" could still be OCD. They have a certain routine, and if something is off its EXTREMELY a stressful for them.
Severe OCD is not something you can help. Some people with OCD have to repeatedly enter a doorway if they don't do it correctly. Or have certain routines that they get severely ticked off if they're broken.

I can sympathize with him. Lights are really hard until you get this one weird trick down: if a light has been properly turned on, you'll notice the bulb in the circuit completed by the switch emitting light.
