Or maybe he's not ready. Stop acting like the guy was obligated to move in with her. If he proposed to her would she be obligated to say yes? What about if she wasn't ready to get married? Just because he is a guy he doesn't have to take anything for "lots of sex". Get your shit together!

I'm seeing a lot of overreactions in the comments. So he isn't ready for the commitment. That doesn't mean he never will be. Relationships take time to develop. Maybe he wants a bit more time to savor having a place to himself since, if you end up getting married, this may be his last chance.

Could be op's partner still lives with mommy and daddy, is 29 and has been dating op for 5 years. Could be he is a mommy's boy who when given that offer knew he would finally start having to clean up after himself. I personally think op is cool and would take option B if that was offered.
