Seriously I think you should sit down with your brother and establish some things. Honestly I've worn my friends clothes and vice versa. Especially during drag shows (since we're not gonna buy clothes for 1 night :P). Just wash them afterwards. But set limits. If he likes them but you're uncomfortable with them being yours then perhaps buy him his own pairs? Or if you don't mind give him some? Heck make it a birthday gift and save some $$$ over not buying something for him :P.

Even if he is, he can buy his own women's underwear. Wearing underwear that belongs to his sister without her knowledge or permission is inappropriate no matter what his reason for it is.
