Umm there are lots of cases when you have your dog outside when they don't need a leash: 1) in your fenced yard 2) if they're old and don't run at all anymore 3) if they're behaved well enough to stay with you and come right when you call 4) at the dog park... Lots of reasons why leashes are not always necessary.

YDI for having a rat on a lead and claiming it's a dog. Because the only dogs that an owl would be able to lift are the small, yappy horrible one. Get a proper dog next time.
