A girl can still get pregnant even if they didn't have actual sex. If they were doing oral sex or dry humping and his cum got on her ****** without coming inside of her she could get pregnant..but that is rare. On the ******, you can't get pregnant. It has to get in her otherwise the egg can't get fertilized. You are right that it doesn't have to be vaginal sex, but it still has to get to the egg somehow.
