Cite the tender years doctrine in court. Children 7 and under can't generally be held liable for negligent acts. The only caveat is if you failed to adequate supervise him, but as long as your justification is strong your defense should hold. You're lucky he's 7, the legal standard changes at 8.
I'm pretty sure the fact the kid had time to gain access to weed killer, go to the neighbors house and spraying enough to kill the entire garden says not adequately supervised.
You deserve it, it's your kid. No matter the age under 18 the parent is always responsible

He's 7. He should know right from wrong and to stay out of other people's property. Rose gardens aren't cheap and the neighbor probably spent a lot of time on it. I'd be pissed too, 7 year old or not.
