Under certain circumstances, this can be romantic. My grandparents were beshert (fated). My grandmother told her sister the first time she saw my grandfather go by that she was going to marry him. He came back the next day to find out her name. They were engaged two weeks later, married three months later, and were very happily married 35 years until he died of cancer. She never remarried and died 21 years afterward. However, both people have to be feeling it. If he comes off as scary or desperate, OP, I would cut him loose.
