I don't think this means you shouldn't wait until marriage, I think everyone should, but she obviously isn't really in love with you. Why would she marry someone she wasn't comfortable have sex with? I think you guys need to talk.

She was probably just scared, or had been taught to think sex is a dirty filthy thing, or possibly she was recalling a time she was raped, or similar. I don't know, I don't agree with "no sex until marriage" because until the day to actually have sex, you don't know what your stuck with, and it might be too late! Discover who your with BEFORE getting stuck in something serious like marriage.
