I'm sure the restaurant has cctv op. Please follow up tell us what happened
Yyyyyeah, she's wrong. Juries, judges, lawyers and prosecutors put a lot of weight in witness testimony. In fact, possibly too much, if the various witnesses who've pointed cases to the wrong culprit are any indication, but in this case (since I really doubt you're mistaken or lying), it's a good thing.
If she sues let the restaurants legal people handle it. They will put a stop to her nonsense, I'm sure the local health department has a "safe limit" for hairs and other things found in food at a restaurant before they deem it unsafe. She will have the burden of proof not you or your company.
Tell her that she's on camera. She'll back off. I've had to do that to someone at Wendy's.
Tell her there are cameras and they got her of recorded camera.
What the heck - is it possible to sort of blacklist these people (legally) if you have proof of them doing it?
I'm in Ohio (like OP) and on my Facebook someone was making a huge deal and sharing a picture of a Big Mac with practically a wad of hair in it from a local McDonald's. I wonder if it's the same one... Highly doubt it, but it does make me curious.
Point up and say "think they'll believe footage from the hidden security cams?"

Try to get a DNA test to prove it. your witnessing would be probable cause.
Let her waste her time filing a lawsuit. There are no damages for her to seek so it would be frivolous.
