The lack of noticable levels or effects from drugs... Basically a sobriety test checks if you're drunk, etc.

116 - The state you were in prior to turning 5 and being tall enough to reach the liquor cabinet. The state you were NOT in when you walked into the liquor store, placed two racks of beer on the counter and peed on the pregnancy test to prove you were "fit" to drink.
