Actually you can watch Netflix during a power outage! Or if it's nice enough, go outside. Both kill time pretty fast.
But that's the thing, if they have a mobile device (phone/tablet, etc) he could still watch Netflix. Just sayin... :)

Unless the tablet or smartphone has 4G, then no he could not. Without power, the Wi-Fi router would be out. Without Wi-Fi, he could not go on the internet, which is required for Netflix. Unless he has 4G.
