I thought he was really sweet, lol. If you had an iPhone, then you could track it with an app because he hasn't turned it off. I'm pretty sure other smart phones have this feature as well.
OP, there are actually apps/websites where you can track a phone number's location. My psychotic stepdad used to do that to my mom before they divorced. I would look into that, then get 3 of your biggest, muscliest (is that a word?) friends to go to the location with you and kick his ass.
Probably be a better Idea to send the police you'll just end up with a criminal conviction and a lawsuit if you assault him.

Why shut off the phone if you trace it? If you disconnect the phone maybe but shutting it off is pointless if it has a lock on it.
Stealing a phone is hardly worth jail time. Maybe some money headed OPs way but jail time is way to extreme for taking a cell phone.
65, now days people tend to have their entire lives tied to their phones: contact info, scheduling, email, and for some the only alarm clock they own. Our computer crashed so I've used my phone to do our taxes. All that information is worth a lot more than "just a phone" to the right people. It definitely warrants jail time.

Well, I would say that OP should have a tracking device (like Find my iPhone) but not everyone has a smartphone or the tech savvy to do it. And chances are very small, so it's not the first thing that comes into people's minds. And if it's reported to the police as a theft, then they are obligated to take it seriously.
#19 I had the cops come to my door and harass me about some little girl's iPhone that got stolen out of a car in the parking garage. The app they were using apparently tracked the phone to my apartment. I'd been out all day, but they were adamant it was 100% accurate - Moral of the story, the apps are B.S. but cops will still investigate a stolen phone if they think the app will make it easy.
