there's no bus? subway? train? taxi? couldn't call first? they couldn't call you? not to mention the manager couldn't find a mode of transportation because of the rain? "wet" the heck is up with that?

Never work for a company where the interviewer doesn't turn up. Been there, done that. They think they are better than everyone else and will treat you like shit for as long as you work there!

It's usually up to the interviewer to call and cancel because of bad weather. But walking an hour through rain dressed in interview clothes is stupid. Could've asked a friend or someone to drop you off or cab it.

Or when you are there explain to the secretary (you know the person with the real power and gets things done) , you just walked an hour and is there anyway you could gave a phone interview right now.
