I was a animal foster carer, always keep toilet lids closed, as for the toilet unless its a a small cat they can get themselves out, if you have to get them out of an unsafe situation you use a towel to wrap them to avoid scratches, I had to rehabilitate abused cats for adoption

my cats did that... multiple times, i have to keep the lid closed now. not because of the danger, at 4 months they could climb out (so your cat must be seriously handicapped because one of mine is actually braindamaged and even he could figure it out) and they leave toilet water everywhere.

Exactly how deep is your toilet and/or how small is your cat that the animal couldn't get out by itself? Not questioning the verity of your post, just curious...
aaand that's exactly why, as a cat owner, you always leave the lid on the toilet.
