Well, the sign's there for a reason. And also... that's why you should do your laundry BEFORE you run out of clothes. So that you still have clothes if something happens to your laundry.
He should not have risked it knowing that the room closes but he can't necessarily be blamed for waiting until all his work clothes were dirty. He could have a uniform. I was only allowed 2 sets and many times had to work three days in a row meaning I needed to do laundry the night before work to avoid showing up in dirty clothes
If the sign says it closes at a certain time, you assume you need to be done by that time, even if it generally is open a little later. At the very least if you were still doing laundry you should have stayed in the room in case someone did come to close it up, you could have just asked them to give you a few minutes to finish up.
