The roommate tossed the cards. (Or perhaps used them; see #11.) Even if the roommate's ill-conceived notion that wetness rendered cards useless had been right, the roommate would've still been the one responsible for their loss. Any which way, the roommate should presumably, responsible for recompense. Did the roommate go dumpster diving to get the cards back, OP, or has a payment plan been arranged?

is there a way you can call the gift card company/ies and have them cancel the cards and send you new ones with the remaining balance? I think you'd need like the receipt or something, but I'm pretty sure it's a possibility.
gift cards aren't the same as debit cards...the only way that would be possible is if OP had scratched off the back of the card to reveal the card numbers and wrote them down, and had registered the gift cards with the companies that issued said cards...or if they were prepaid visa/MasterCard gift cards, and even then OP would still have to had done the same

My in laws once sent me a $100. Walmart gift card through the mail this Christmas. When I told them it was lost. They were able to cancel it and reissue a new one because they had all the information that it was purchased with their credit card. Hopefully whoever gave you the gift cards would be able to do the same if you explain what happened. It was an easy fix for them.
