There's a huge difference between boss and owner. If you own the business or are the general manager you can essentially do what you want, but you shouldn't be a two faced asshole all the same. If you're just the "boss" as in supervisor you still have the same rules as everyone else and can be reported to someone higher up. This one of the reasons I'll never work for someone else ever again, I don't like reporting to lazy hypocrites.

Guess what? YDI for browsing on company time. He's the boss; what he says goes, and he can do as he pleases with you. That's the rules. Live with them.
Dont be afraid to confront them and if they threaten you with your job go to there superior because that pretty damn unprofessional.
