Sounds like you could use a quick weight loss...message me bc I sell some great stuff!! :(
Maybe you just buy a dress that fits next time. A 'bigger' lady in a 'bigger' sized dress that fits her is better looking than a 'bigger' lady in a dress that's too small with flab hanging out everywhere.
He could have explained to you in a nicer manner that your dress didn't suit your body type. But now it is time for you to shop for a dress that better suits! An excuse to shop.
Everyone's beautiful, no matter what their size
Next time buy a dress your own size. Regardless of whether you actually are overweight or not, a smaller sized clothing will always look terrible. Your dad could have just said that, though, instead of putting it that way. "Your dress is a bit too tight. You would look a lot better in one that is a little more loose" would be good enough, I think.

Maybe you should listen to your father's advice for a change instead of categorically ignoring him just because it makes you feel better. He could've just said "DAAAAAMN!" But it sounds more like he was trying to be helpful rather than hurtful.
Girl: Does this dress make me look fat? Guy: Uhh no it's fine. Girl: STOP LYING TO ME Guy: Okay, a little Girl: WHY WOULD YOU SAY THAT, OH MY GOD I'M NEVER GONNA TALK TO YOU AGAIN
