My dad is a really petite guy, he steals all my hoodies and sweatshirts and then wears them to work (he's a sheet metal worker) I just stopped getting hoodies and sweatshirts as they all get destroyed. So, I understand how it is; hopefully your mom doesn't do it again after you explain to her your case.
Call her out.

What's yours is mine. What's mine is my own.
I hate it when parents do that! Things like this make me glad that I'm not the same size as my mom and stepmom lol
You need to lay down the rules for the two of you. She does not own you and as you grow up you are more and more your own person. But maybe she asked you before taking your items, rather than going through things in your closet in your absence. If she did just that however, put it to her, but not in the heat of an argument.
My sister used to do this. Then when she moved out of our parents' house, she gave me all of her clothes. Like what?
You're in her house you should be grateful. All parents are hypocritical, get the message.
I would have just said,"sorry I was just looking for my sweater. Thanks for hearing it up for me"

Point out that you wouldn't need to take hers if she stopped taking yours
Oh the irony!
