Find a different punishment. Clearly grounding him is not working. Every kid has "currency" and it's your responsibility as his parent to figure that out. Taking away his door and making him earn it back might be a start, especially if he has electronics- any connection to the Internet or texting may well mean that he's continuing to bully that poor kid. He can have all the "right to privacy" he wants once he's 18 and out of the house.
Put a picture of his dad watching him on his wall.
Have you tried asking him why he bullies and what he gets out of it that makes its so important for him. Something has to be bothering maybe he is getting bullied and in turn becoming a bully himself.
A friend of mines parents would remove their bedroom door whenever she was grounded. You could do that.
